computer can,t start for the first time

when i start my computer for the first time it won,t start and getting sound from the fan. my monitor and keyboard won,t work. then if i again i restart my computer it will starting properly. But there is still a problem that is date and time are incorrect. for that i changed CMOS battery but the problem still persists.what should i do to rectify that problem? please help me to get rid of this problem.

you can try reseting the time management in the controlling paneal.wish it could be helpful.
