to get a successful POST and boot up into bios you need Motherboard, CPU with heatsink/fan, Powersupply fully connected, 1 stick of ram, Graphics card ( or onboard graphics if available), monitor, and keyboard. Nothing else. No drives, no PCI cards and nothing in any USB ports. The fact you can get three beeps out of the thing tells us at least that the CPU and motheroard are responding to the startup sequence. Those beeps will mean either faulty/missing ram or graphics.
Once you have connected up the above minimum components try to startup. You should get at least an initial bootscreen that tells you what key to press to enter setup. eg: Del, F1, F2, F11 etc
This is preliminary work to determine if the board can boot up.
Once you know whether or not the board boots you can move on to determining if for example, your harddrive or something else has failed.
