Some easy things to try:
Turn off and unplug from domestic power. Hold the power off/on button in for at least 15 seconds (important) - this has been known to unstick looping.
Clean case vents, fan and CPU heat-sink.
Remove RAM sticks and clean edge connectors with a pencil rubber. Pop the sticks in and out a few times to ensure there is no oxide on the sockets themselves. If you have an add-on graphics card do the same with that.
Ensure all connectors are pushed firmly home.
Put humpty together again and see if this helps. You might have to repeat the full recovery operation.
