My monitor is only showing 16 colours.
When I reboot, new hardware found is "Video controller(VGA compatible)", and windows is unable to locate a driver.

I have just moved to windows 2000 professional from ME. I have updated everything in sight from windows update. I have been to the Compaq site and upgraded my BIOS. Also from Compaq I have downloaded "SP20813 Compaq Presario monitor driver software 5.00", and my monitor is in a picklist (MV740)

In case of problems the readme says go to ControlPanel-display-settings-advanced-monitor-properties-driver-update-next but when I get to properties it is greyed out.

When I try to detect new hardware it finds "Video controller(VGA compatible)" and I point it to c:\compaq\monitors\mv740 where there is a file called cqmv740.inf, but windows says this is not the one

What am I missing?

Your specs in the post do not include your chipset. Those are the drivers you need because you have an integrated video. Identify your chipset and go to the website of that make and get the drivers. OR, go back to HP.com and download it from there.

Very fine advice. Everything on my screen seems so tiny now, and I don't have to use the left/right scrollbar to read the posts.

It's not easy to identify a chipset, if you don't know what a chipset is. Luckily I had a days holiday to waste, though I would much rather have been sitting in the garden.
