Compaq Armada 7400 battery charger

My compaq armada will not charge the battery. I have tried a new battery only to have it run down, the laptop will not recharge? Anyway to check to see if recharge circuit is working? How to recharge new battery ($$$)? Pin out available for battery (to use another battery charger)? Thanks for any help!
