I'm guessing, because i'm not familiar with Compaqs. But usually you can remove the `cover like thing', install the drive in it and then reinstall the cover like thing.

I have the same computer as you.. You don't have to remove the green cover The front Panel of the PC can be removed... Just pull from the top... Then you will see some screws screwed in some areas...those screws you can use for your hard disk.. Use the screws and screwed them to the other side of the HD... by screwing them to your HDD it become a support to slide your HD in from the front panel... Slide it all the way in.... then use the other two screws to tighten the HDD from the green cover side
