Comp no turn off

For some reason when I shut down my windows will save and close down completely like normal, but my computer wont shut off. I have to turn off the compy by the power button. Anyone have this before, or any suggestions.

Has it always done this or is it a recent change in behaviour? Some idea of the age of the system and the specs of the components might be helpful too. Have you looked at the power settings in bios?
I used to have a signature but it disappeared and I just couldn't be bothered writing another so please feel free to ingore this.

I'm not one of those who think Bill Gates is the devil. I simply suspect that if Microsoft ever met up with the devil, it wouldn't need an interpreter.
