comp is dead??

Ok i had a problem with my system just rebooting whenever for a little bit and now it won't turn on....it has power but the only things that come on are the cpu fan and my cd roms light up but the doors don't open. There is a smaller fan on a smaller chip that i noticed isn't working....did this burn something out??
