COM 4 port called byt the program bud in use

Specs: Windows Vista
Designated com ports 3 and 4 "in use" when the program requests access. I have a PCI card installe to provide two RS232 serial data ports in my Vista computer. The card designates the ports as 3 and 4. When the program accesses the port I get "Access Denioed". The program says the is because the port is in use. Can I designate that port for that program?

Some programs do not like how the bios and the computer uses pci add on comm ports.

If we knew the program you wanted to use we may have a better guess.

Did it work before?

Yes, it worked before and I like it. The program is Ham Radio Deluxe, ver 5.0. Last tuesday evening after a lot of fiddling it suddenly came up when requested but would not repeat when I closed it to send an email to a friend who was helping me.
