Can't boot my desktop

It means exactly what it says. The heatsink came off the chipset. Open the case & reattach it.

Is it that, or is it the heatsink fan that is not connected, or connected to the wrong connector?

okay, I reattached it, but I still get the message. I cleaned off the heatsink tape, then reattached it with silver thermal paste. Do I need to get thermal tape, or something more sticky?

Either thermal pad/tape or thermal paste should be used, not both.

Just did one today, one of the fastners was gone, carefully bent the hold down wire to clip on the pastic cpu heatsink mount, soldered a small wire from missing clip mount to the other existing mount (completes detection circuit) new thermal paste and it works.
