If it's new and seems to be defective, return it. If you followed the instructions in the manual and your power source is hot, i.e. the outlet works, what choice do you have?

if its new you wont be able to use the battery until u get a complete charge usaly for a good amount of time
and its possible that the laptop will not work without the battery

You have over discharged the battery. The charger is detecting it as no chargeable because the voltage is too low. It may be chargeable if you repeatedly connect and disconnect the ac power. It will charge only in the first few seconds until it gets enough charge. You must repeat this for several cycles.

It worked on my power tool battery. I would try at least a dozen times. You must remove the charger and the ac power to all the charger to reset. On some other chargers it may attempt a maintenance charge cycle every several hours, so you would have to leave it connected overnight. Then disconnect and try again.
