I had a standard IBM G40 monitor detected as a standard svga monitor (simply appears as Default Monitor under device manager).
I physically unplugged that monitor and replaced it by a Dell Ultra Scan 17XE.
I had no settings to adjust since the PC worked fine with the Dell Ultra Scan detecting it as well as a standard SVGA default monitor. Then the Ultra Scan died and I just plugged back the IBM G40 monitor..but the PC wont make it work (the monitor stays blank!). Since the IBM G40 takes a max resolution of 800x600 and H freq/ V freq: 30-38 khz / 50-90, I made sure windows was setted with those seetings ..but even with the right display settings, the IBM G40 monitor would stay blank! Kind of weird since I had no specific driver to make both Ultra Scan and IBM G40 working: the simple default monitor settings was making it work. And now, any monitor I am trying works fine, except for that IBM G40 monitor!

This may sound stupid but..how are you changing the display settings with no monitor? Just curious I would like to know that trick. Do you have a video card or onbord? If a video card try pulling it out and putting it back in.

No, I had several monitors I was trying.
The only one that would stay blank is the IBM G40 monitor (which at his turn works fineon other pcs with same video settings!)
