changing HDD set up

Right now I have a DVD drive and a CD rewriteable drive on one IDE channel. DVD set to master CD drive is slave. On the other IDE channel I have an ATA/133 HDD and a ATA/100 HDD. The ATA/133 is the master. The problem is that I heard that when you have two drives with different speeds on the same cable both drives will run at the slower spead. I heard it was better to split them up with the optical drives setting the HDD's as master and the optical drive as slave and they will run at their respect ATA speed. Is this true? If so how do I change the cables around? I know how to do it but I don't want to mess up any configuration in my computer. Can anyone help me out here?

That used to be the case with the old PIO mode, but with modern ATA/UDMA drives it is not the case.
