Please note these points carefully:
1)When i'am using any other ( lunar , digital ) keyboard other then Dell then my CDROMS dose'nt shows up neither in windows nor in BIOS.
2)However if i'am using WINDOWS "XP" then it shows up in win xp but dose'nt shows up in BIOS.
3)If i'am using DELL keyboard then everywhere it works 100% fine.

Whats the problem?
Where's the fault?

Didn't quite understand your post, but you might have an IRQ conflict bettween keyboard controler and IDE controler. This shouldn't normaly happen. If you messed arround in BIOS with IRQ setings you might wanna reset the BIOS (either by using the jumper on the mobo, or by removing the battery for about 5 minutes, with mains power disconected too)

It's nice to be important but it's more important to be nice...
