CD-ROM Locks Up When Disk Inserted

The CD/RW DVD/RW I'm having a problem with is Plextor PX-712A. When a disk is popped in it locks up when the CD-ROM "boots" up. Once you hear the drive kick in, that's when it locks up. And if you start the computer with a disk already in it, it won't boot windows. It shows the "WindowsXP" loading window, then goes no further. Any ideas?

Are you using more than one drive? Is it on the same ide? Have you anything else joined to the same power connector(4pin)ie, fan splitter cable? Try unplugging any other cd/dvd drive from both ide and power, see if it works then, let me know!

The CDROM is in by itself on an IDE. The hard drive is SATA. The powercable is alone, along with the IDE. When XP is first installed with no updates or anything, the cdrom works fine. Any ideas? And the CD's are brand new.
