Cd-Rom Error

hi, everytime i try to install Windows 2000, this error message pops up.
"Windows could not load the installer for CDROM. Contact your hardware vendor for assistance."
I would get this error about 3 times, and after that I would get a msdrp.exe error, along with a stop error(dump memory). my windows 2000 cd is not dirty nor burned. i have used this cd before to install windows so i think my cdrom isn't causing this problem. could my ide cable be causing this problem? should I replace it? what can i do?

Yes, my CD ROM is set as Secondary Master. I tried using another CD Rom from my brothers comp, and I still got the same error message. Also tried another IDE Cable.
