CD-ROM drive slowing computer

Hello all,
I just bought this new PC. Its a 1.86Ghz dual-core Intel. Built it myself. Everything works fine on it....except one thing.

When I put a CD in the CD player, when the CD start spinning and gaining velocity, my computer slows down dramatically. I mean dramatically to the point that my mouse is moving really slow on the screen.

This only happens when the CD is gaining speed. Once its gained that speed and spinning , the computer acts normal.

Anyone know if this is normal? OR is it a problem? If it is a problem, is there a way to fix this?

I'd love any input regarding this issue.

It isn't normal. May be the result of an undersized power supply.
