I'm re-posting this message because I spent hours looking an answer and then I found the post below (but and there was no mention of Vista in the earlier post, but I thought what the heck lets try it anyway...) and I'm happy to say it did the trick.
I have a Dell Laptop running on Vista, and after doing an upgrade to Service Pack 2 my CD DVD Drivers stopped working / responding. My particular devices were a:
PBDS DVD+-RW DS-8W1P ATA Device
FgF-tech CDDVD+tech-200x SCSI CdRom Device
CJQFK 2J4HEBCTYR SCSI CdRom DeviceI was receiving Windows Error Code 19
{ Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. } for all of the devices listed above. I tried uninstalling and reinstalling the drivers but that didn't help. but then...I found the following post on Tom's Guide and it fixed me right up :)
Goto your registry editor... and
Browse to: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{4D36E965-E325-11CE-BFC1-08002BE10318}In the right side delete UpperFilters and LowerFilters.
Restart the PC.
Your CD-ROM should now be working again.
If you have CD recording software you may need to reinstall it for recording to work.
be sure to back up your registry before making any changes... JIC
