cd roms are looping during post

Specs: Windows 7, intel pentium D CPU 3.20 GHz 2 gigs of ram
When i power on the PC all the fans spin up and it begins to do its post. Once it get to the CD ROM drives the led lights just keep blinking as if the drive is being accessed. Both roms drives seem to go through a loop and they prevent start-up.

Open the case, temporarily disconnect them, then see what happens.

OK. i disconnected it and it still does not boot. But the hard drive is trying to do something because i can hear it as if it were trying to be accessed. I have had this problem for some time now. The post could be instant or it could take a very long time. When i had the CD ROM hooked to it the lights on the CD ROM kept flashing, it would stay on for a second or two then blink then stay on and just keep repeating. it will keep repeating until i finally get my post beep then its fine again. im thinking it may be the motherboard.... ive already ran a hard drive scan an its running as if it were new.

Ive swapped out the CD drive with another but only with the same result.
