CD problem?

I'm having problems reading some CD's lately not sure if it's my drive or the actual CD that is the problem. I'm thinking maybe it's my drive since this has been happening quite often as of late. All the files/folders appear fine in windows explorer it's just when I try copying them over to my hard drive a problem occurs. My CD makes a fast spinning sound (the sound you first hear when you pop in a CD) then it slows down, then fast again etc. as if it's trying to read the CD but can't quite do it. I tried these CD's on another computer and they work just fine. Is it the way these CDs are copied that is causing these problems and my drive is not up to date? I have no problem reading other CDs, it's almost random that these errors occur
