Can't install ATI Radeon 7000

CPU/Ram: Intel Celreon 1 GHZ 256 S

I can't install a Ati Radeon 7000 64MB DDR video card on my new comp. When windows loads the screen becomes a colorful fuzz. I've installed the 4 in 1 drivers that I got off the VIA site but it still happens. I running with Intel Celeron,Shuttle AV18E Motherboard with VIA Apollo Pro133T Chipset. I did everything on a new hard drive and clean install of WINDOWS XP Pro.PLS help

Go into the BIOS and make sure the AGP Appature is set to 64
