Can't get computer to boot up

His Radeon hd 5770 video card

Specs: Win Vista 32-bit, 3GB ram
hi, I have a problem. I was playing a
game and suddenly my computer made a noise and went into something like a power save. Monitor is black and the monitor power is blinking and the computer is on but running very quietly like it's on sleep mode. Nothing makes it wake up...I opened it up and my HIS HD 5770 1024 MB was extremely hot....i restarted the computer
and no go.... Just quiet and the Vcard fan doesn't
seem to start at all....

The card is about a month old and I had no problem
until now....

Help please....

And I'm sure you have a high quality power supply of at least 400W with at least 30A on the +12v rail?

It's a 650 watt. It says 19a max under +12v but it says max
output 52a. Plus like I said I used it for a month if not a bit

I picked up another HD 5770 but from umm bfg.... This time
the fan turns on but still no go on the monitor. The light is.
Just blinking....sorry for spelling errors, typing from my phone.
