Can't Change Screen Area (Pixels)

When I choose to Customize My Desktop, after right-clicking on the desktop, and go to 'settings', I cannot change the creen area i.e. pixel resolution. The little pointer won't move accross: it si stuck on 600*800. I need it on a higher resolution to play Championship Manager!
I have a mate who said he has had this problem, but he can't remember how he fixed it. Any ideas?

To be honest, i'm a bit of a novice, but Im gonna say yes. The same monitor has worked fine before, direct-x is all installed and everything. One time, when I turned on the PC, the screen area was 640*800 and I cant change it.
