Can't change CRT monitor refresh rate in Win7

Specs: Microsoft Windows 7 Ultimate, AMD Phenom II X3, 2GB RAM
I have nVidia XFX 9400 GT
I recently updated my graphic card driver.
Now my screen refresh rate is set to 75 Hz and I can't change it from nVidia control panel or Windows display settings, when I roll back to the older driver it's back to normal.
I have a single CRT monitor which supports 50 to 120 Hz Refresh rate
I just want to know if it's a bug and if it's from Windows or the driver.
note: the older driver isn't designed for Windows 7 but it works

most crt monitor i have seen have 75hz refresh rate(recomended), check the monitor manual for maximum refresh rate.

75 looks bad for me and hurt my eye... I've been using 100 for win vista.. it's better for the eye and don't look all moshy
