Are you seeing any POST error messages like keyboard missing, memory or cmos mismatch?

Could be anything from the power supply to the motherboard, hard drive or even a cmos battery. First thing to do is to make sure all fans are properly working, reseat all power supply connectors. If all there is well, disconnect all drives except for your boot drive and see if problem still exists.

This is a common Emachines problem.
Your power supply is probably dying.
Replace before it fails completely or there's a strong chance the PS may fry the mboard.

Defective power supplies often still partially work before they die, so it's not unusual for the fans to work and the hard drives to spin.
