CPU/Ram: Athelon

I'm having trouble booting my computer. It was on sitting idle one day then it just went to a black screen asking me to put in a boot disk then hit any key. I tryed turning it on and off but the same screen keeps appearing, i can't enter my bios by pressing F8 or Esc i have tryed every key. The computer has two hard drives in it, i thought one might have died so i swaped it with a working one but the same screen appears. The computer has a floppy drive dvd burner and cd-rom about 512mb of RAM and is about 3 years old, sorry about the sketchy details but its a mates. I don't know wether i have a problem with the BIOS or hardware issues. Any ideas on how to get windows back would be appreciated, i tryed posting before but didn't give a very helpful description hopefully this is a little better, thanks for all your replys last time, cheers.

If you have an XP disc, pop it in and reboot, then at the prompt hit any key to boot from disc. Then try a Repair install.
