Can't access HDD to reformat

Specs: Windows XP
I have a new 2TB HDD that I can not access to reformat. It's a system migration to a larger HDD gone bad. I was trying to move my OS and everything else from my maxed out 250GB to this new 2TB HDD using Easeus Partition Master. After the copy process completes you're supposed to shut down and disconnect the old drive so the computer doesn't boot up with 2 bootable drives installed. I did not do this and now the 2TB drive not only can not be used to replace the old drive, but I can not gain access to reformat it. When ever it's connected in the computer it ends up at a dark screen with a line of strange characters at the top and there it stays. I've also tried accessing it by connecting it via USB, but when the computer sees it it tries to install drivers for it - fails to find the drivers and then I'm again unable to gain access to wipe it clean.
I do not have a bootable CD/recover CD from the manufacturer and am not able to get one. If during the bootable phase I keep hitting the F2 key I'm able to get to the setup manual, but none of that stuff means anything to me. System is WinXP Pro. Any ideas on how to fix the drive to make it boot properly or how to gain access to it to wipe it clean?

when we are installing xp operat.sistem, installation wizard, at first, it show us hardware configuration of machine, at this moment u can choose your 2Tb hd & format it this way,unnesassary to install winxp after this

No idea what that suggestion means or if it applies to my situation.
