If you are certain the PS2 keyboard is working ( Have tried it in a different system) then the only suggestion I have would be to use the CMOS reset jumper on the motherboard. If keyboard still will not work even to boot into bios, the motherboard has failed. I believe in most systems if a keyboard is not detected they will not complete bootup. Since you say it is getting power and will boot up to User ID/Pwd login then the keyboard is at least being detected.
