Cannot get Windows 7 to recognize my tv tuner

Specs: Windows 7, 3.2 Pentium D/ 2GB
I have sony's VGCRC310G, it has an NTSC tuner and the tv tuner is by giga packet. All the specs on the computer are located at under vgcrc310g (marketing specs)

I have put a clean install of windows 7 64bit professional on it. I have tried to put the vista drivers on it and they do not recognize either. I have taken out the card, restarted, turned off, then reinstalled the card, and still nothing after I try and detect hardware changes. I have worked for sony for 3 and a half years in the past and know how they are about this. The tech support there is worthless. I would rather not buy a new tuner card, but if I have to, it will be a high definition one. Please help with the current tv tuner card, otherwise please suggest a rather inespensive high defintion cable card that will work with windows 7-64bit Prof and will allow it to record from a high definition antenna as well, for I do not see myself getting cable since I live in the City and do not watch much live tv, besides sports.
