Specs: Windows 7
If my computer boots in Safe Mode and I cannot get it back to Normal Mode, is there a way to retrieve a document from my computer?

If by 'retrieve' you mean locate and copy the file to another media--cd-r, flash drive, etc.--then yes. If you mean you then want to use that file in safe mode, that depends on if the software that uses that document will run in safe mode.

Safe mode ought to let you access most things. The problem is usually that usb and network can't connect.

We don't know if you have safe mode in text mode or safe mode with a normal windows gui mode.

I use live cd's and live usb flash drives.

Might see about downloading one and burning it to a cd and boot to your computer. It normally allows you to copy stuff off to usb drives or network.

Use or borrow a windows 7 dvd and boot to it when you get your data off. Then try the repair features. One may be able to fix it just like it was. May be able to use restore point too.
