It's not asking for a BIOS password. Did you reinstall Windows after the board change?

Are you sure it says this? "this computer has a admin. password type in password to access this pc.."

Seems to be a power-on password built into the motherboard. There is no bypassing it. Contact the ebay seller and demand either a refund or the password.

( one has to suspect the source of the used laptop motherboard. Power-on passwords are one of the anti-theft security measures available. Hard drive passwords being another. By the time you replace a motherboard and drive in a laptop there isn't a whole lot of value left behind for a thief to profit from)
