Specs: Windows 8.1
Can an Ipad USB charger be used to charge a SanDisk Wireless Media Drive.? If not can you recommend a suitable mains charger please.

Yes you can. An iPad charger has a 10 watt output which is higher than USB ports on most computers and the Sandisk drive says you can charge it on a computer USB port. So if it's capable of charging from a computer's USB port, charging from an iPad charger will definitely work.

That is assuming the iPad charger has a 5 volt output. If it is anything but 5v than it is not suitable.
