You would have to connect it to the PC and use a video capturing device and software.

Do you want to record your screen to VCR or play the VCR on your screen? If it's the prior, all you need is a vidcard with TV-out. If it's the latter, you'll need one a vidcard with VIVO (Video-in/Video-out) or one with a TV-tuner.

You are meaning to use the monitor in place of a TV? There may be a way...

...of course it's gonna cost ya $79.95...

You may be able to find other manufacturer's of these devices. Do some searching on Google or contact your local electronics shop... not Radio Shack though. ;)
