c000021a fatal system error

When I start my computer (Dell Inspiron 700m) it goes through the normal looking screen loading Windows XP with the status bar running. After 15 - 20 seconds, I get a blue screen that says:
STOP: c000021a {Fatal System Error}
The windows Logon Process system process terminated unexpectedly with a status of 0x0000135 (0x00000000 0x00000000).
The system has been shut down.

I tried putting the Reinstallation CD in the drive and went the the prompts when rebooting. I got the same result. ???? HELP!
