I built this computer about a month ago and it has great system specs, and it seems to run decent (not the rate a 3.0 should though) when just doing like music or internet, but when you try to do anything with any visual complexity at all, it just goes down the drain. A max of 5 fps if lucky. I have tried different RAM, and have tried 2 different video cards. Neither fixed the problem, I am now wondering if it is the power supply which is a mere 250 watt, max 300. I don't know what that means, it is what it advertised.
There is a lot inside the system so that would make sense I guess. Well here is what my system looks like:Windows XP Home SP 2
1.5GB DDR PC 3200 184-Pin RAM
Radeon 9800 Pro 256 MB Video card (AGP)
Foxconn 648 Chipset Micro-ATX Mobo
Intel Celeron D 3.06GHz Processor
Built it LAN, 5.1 Surround sound, firewire
NEC DVD+-RW Drive
Sony DVD-R Drive
160 GB Western Digital Hard drive EIDEI realize a Celeron isn't a great gaming processor at all. But I am upgrading from an 800mhz celeron that could run these games smoothly along with a pci video card. This computer can barely run any visual-oriented things. I have updated the BIOS and messed with most of those settings. Well give me some suggestions.

When I vizualize the statement I am unable to see anything but exactly that.
What does it mean?
Maybe just update DirectX.
Use dxdiag in the Start, Run box and then run it's video tests. There is a lot of available information about your video in the dxdiag utility.
