Building new computer/boot problems

I am building a new computer and have the current problem. When first building I realized I had bought the wrong ram. I checked compatability with the ram manufacturer and they sent me the correct ram. Today the new ram came in.

Specs:
mobo- ASUS P4S8X-X
Chip- P4 2.66 GHz
Video Card- Radeon 9600 Pro AGP
Ram- Black Diamond PC2700 512 MB DDR

The original problem - power up to all hardware, but no system beeps/bios not loading. A blank monitor screen.

New problem - The new ram was installed and on start up the bios loaded. This was with a setup of just hard drive, ram, processor, and videocard. No keyboard was hooked up, therefore I shut down the system. I connected the dvd rom, cd writer, sound card, and modem, as well as the on board USB. I tried to start the computer again, and it was a repeat of the original problem stated above (no load of bios/blank screen). I disconnected everything down to the working setup, but still experince the same problems.

Troubleshooting steps taken: Returned to working configuration. Tested a new video card (Nvida GeForce 4 MX460 pro). Tried clearing the CMOS by taking out the battery for 15 min, as well as adjusting the jumper to clear the CMOS.

None of the above steps have helped. Any ideas? Thanks.

Prepare the machine with basics only: MB+CPU+RAM+VGA+KB+Mouse and then Flash the old or new BIOS from Boot-diskette. After that run BIOS setup with loading safe-defaults once... Should work fine. Then add other things one-by-one...
I've had to do this personally after some lost-DC current from TV-antenna outlet cleared out everything in my PC...
