Specs: Windows7
When I start my PC without DVD ROM it works properly but when I plug my DVD ROM it stuck on bios setting what should I d0?

If it is external and you need it attached when booting you might connect it through a powered hub, just in case it's a power problem.

If you suspect bad ram you can create a bootable image file and test the ram:

Is there a disc in the "DVD ROM" ? Take it out.

If it's the DVD unit itself, is it an internal or external USB drive?

Sometimes a USB device will interfere with normal booting. I don't recall a specific fix for that but you can try taking that drive out of the boot order or moving it down the boot ranking, after the hard drive.
