Boot screen only blinking cursor

Hello, I have this HP desktop. I have no idea what happened to it. It boots with no beeps then shows that hd is detected and then moves into the black screen with the blinking cursor on the top left. I can't go into BIOS unless I remove the cmos battery. Then I save all settings and restart it - computer goes into the blinking cursor screen again. Tried: -replacing RAM -replacing power supply -resetting the CMOS -trying to boot from BOOT CD -replacing the hard drive -removing all extra peripherals
No effect whatsoever. Please advise on the next steps. Should I replace the motherboard?

Have you changed the boot order to cd in the bios?
Before posting try google. Backup. Use anti virus software.

i replaced the hard drive again to the other one and now it says that " No Operating System Found" But for some reason I can't boot from my cdrom. I went into bios and moved cdrom to the top. But however still doesnt boot from the cds which i used previously and now 99% that they are bootable.
