Boot inUSB but Bios Exclude USB in boot menu

Specs: Windows 7, Corei5
I have Phoenix Secure-core (TM) setup Utility Version:1,11 11/22/2010 Brand of BIOS
and the Motherboard Manufacturer:Fujitsu Model:FJNBB04
Chipset:Intel Havendale/Clarkdale Host Bridge Rev. 02
When i Press F12 to enter boot menu
no USB Flash or External Hard Drive appear (i make sure the hard or flash boot able)
and i enter the BIOS and in boot tab there is the Phrase "Exclude USB from boot menu:"
and the USB flash appear under them and i try to move the USB flash out of this "Exclude USB from boot menu:" but it doesn't work
Help me please

If there are additional boot devices available you need to set them up in the boot order or they won't appear in the screen you are seeing.

Boot into the BIOS (setup) screens and view your boot order. Change as needed.

What does the motherboard manual say about enabling boot devices?

Obama's a 2012'er. That explains EVERYTHING..
