Boot failure after CPU upgrade

I bought a new CPU, XP 3200, to replace my XP 1800. I was running an Asus A7N8X Deluxe and I updated the BIOS so it would work with the 400mhz FSB. I install the new CPU and after 10 seconds it shuts down. I've since replaced the motherboard with a DFI NFII AL-400, and the generic PS with an Antec 430w power supply. When I install the old CPU, the system will boot up and sound fine, but there is no video signal. With the 3200 I"m still getting the exact same 10-second-boot-with-no-signal issue.
1. How can I tell if my CPU(s) are gone/fried/destroyed/useless? There was never any burning smell and I see no mark on the CPU.
I've drained pretty much every cent I have into this and I'm at my wits end.
