How can you 'see' what is happening without a Graphics Card?
The BIOS is halting because there is not a Garaphics Card. It needs to send messages to you via the Display / Monitor. Without the card it cannot, thus it halts the boot and beeps!
Put the card back in.

You could write your own bios chip. You will need to know an extensive amount of assembly to have the machine boot without video and have the OS available without video. Best advise: Buy an inexpensive video card that can be supported by the bios and OS and install it in the box. You dont have to hook up a monitor to it.
