If it's actual ink, you should remove it. Otherwise, the ink chemicals could cause permanent damage, if it hasn't already.
If it's an appearance issue (caused by LCD panel problems,) it won't hurt anything, and the computer itself will operate fine. The problem may come if the defect grows... which they usually do.
Let us know whether it's actual ink or LCD Panel issue. And, for Pete's sake... don't use harsh solvents on your panel. This will cause more problems than it solves.
