Black screen with flashing cursor

Specs: Windows XP
When I turn on my computer it starts with the logo screen and then goes to a black screen with a flashing cursor, I can't get into safe mode. I tried rebooting and that doesn't work.
I ran a dianostic check and it states its all good. but will not reboot. It always freezes after the logo screen, I can still get into Bios mode. but nothing else .Does anyone have any ideas

Sometimes that seems to happen if the partition is damaged. With 98 sometimes running fdisk/mbr would fix it. The equivalent command for XP is FIXMBR. Boot with the XP cd and go into recovery console. Run scandisk, fixmbr and maybe fixboot.

You say you can't get to safe mode either but if you can get to command prompt via the F8 menu you should be able to run those commands without booting from the cd.
