BIOS only loads sometimes

Specs: Microsoft Windows Vista Home Premium, 2.2 GHz / 1917 MB
Hi Everyone,

I started having this problem a few days ago. If I boot up my computer, the DVD drive will turn on, the hard disk will spin, but my BIOS won't load. However, on random times (especially after I disconnect/reconnect my psu) it will load. I am confused and I don't know if it could be the mobo. Any thoughts? Thanks for your help.

I had read on a board last night that my comp had a history of overheating, so I took off the cover again, and noticed that the fan was moving really slow. So I took the fan off, and saw the heatsink was caked with dust. So I used some canned air and blew off the dust, and reconnected the fan. It worked great the rest of the night. I also reset CMOS just in case. Then I get up this morning and BIOS won't start again. I just don't want to buy a new PSU and have it be the motherboard, or vice versa.
