BIOS not coming up

CPU/Ram: AMD Athlon 1.2ghz/Crucial

I just installed a new fan/heatsink for my RAM, CPU, and HDD. All the fans are working, but my screen just shows a black blank screen when i boot up.

If i change my power from 115v to 230v (on my Allied powersupply) the HDD doesn't even boot (i listen for the click). However, if it stay at 115v, it does boot (clicking sound is present). Though, either power setting, monitor remains blank.

The CPU smells to be cooking when i remove the heat sink, but it also look a LITTLE burnt in the center.

I overclocked it once, but changed it back to the default speed, and it has been running fine since a month after. So i doubt the CPU is messed up from that, though i do believe the burnt spot may have been due to overclocking w/ my previous weak fan.

(ALL THERMALTAKE PRODUCTS EXCEPT HDD FAN)

Why would you change the PS from 115 volts to 230? That's for different types of AC current (220 for Businesses(USA) and Europe residents, and 110 for Residential(USA)), it'd do nothing.

You've just most likely overloaded your PS, and need a newer one with higher wattage.

I doubt it, as I've never had it happen, but I guess it's possible. Try removing the fans you just bought and then try booting up real quick.

i already tried that, the bare minimum..nothing came up.. still

for resetting the CMOS.. do i need 2 power the mobo w/ the new pin settings (well i did)

i might just upgrade my socket 462 CPU... i don't have money to get a better cpu AND mobo... recommendations for a socket 462 CPU?

Well, it'd depend on the board, as it can only handle a certain mhz. You happen to know what mobo you have?

You might wanna grab a Athlon XP 1700+ as it'll be the best you can install in that mobo. as it runs a 1.47ghz. Btw, socket 462 does equal socket A, right? Been a long time since I did a lot of CPU related stuff.
