|It sounds like the motherboard may be at fault.|
The motherboard may not report the SATA ports unless there is a drive plugged into it and power is also connected to it.
Has this motherboard worked prior or is this a new install/build?
Please confirm that both of the motherboard power connectors are fully inserted and locked in place and that none of the wire connectors are pushing back out of the rear of the connectors more than the rest.
Try another power supply in case one of the voltages is not putting out full voltage and/or at least read the voltages in BIOS. All voltages need to be within 5% of the nominal values, any that are further out than that and you need to replace the power supply.
You have to be a little bit crazy to keep you from going insane.
