Is there a device that I can buy to program BIOS Chips, other than using a motherboard?

EPROM Programmer. Just find a model that supports the chips you intend to use for burning.

G'day,

Most modern EPROM programmers will write FLASH(or EEPROM) chips these days. The BIOS chip is most likely of FLASH technology, so if you decide to buy one make sure it can programme them and not just EPROMs.
Just look in your local electronics stockist ( or on the of course) and see if you can find a hobbyist model (most like RS, TANDY etc do) for a reasonable price. The professional ones can be expensive.
If you do decide to go down this path, find out the part number (you might have to peel the label back)of your bios chip and buy a couple of blank ones. Store your original chip in a safe place and then you can play around without doing any real damage.
