BIG difference in a 600dpi printout

Hi these images have been printed on 2 different printers, both set at 600DPI (actually their maximum is 600dpi)...why is it that one prints so better quality then the other? any particular settings to feature such pattern/dithering? (both are HP)
here's a scan of what I mean. It's divided into 2 for easier comparison. Full view to see the dots better

The dithering is different. Is the intent to get the pictures (pages) identical? Are the settings for both printers identical? This is both the printer and software settings. Otherwise due to the model differences the optimum page output for each printer may be different.

There is no intention to get them identical; it's just that 'estetically' the B side is far more pleasing to see then the A side. Its more like a magazine vs newspaper quality
The file is a greyscale jpg, which is not dithered in any way (various levels/shades of grey)
whilst the settings...there aren't much to set up except the paper size and amount of ink (dark/light) There is no option like older inkjets where you can set diffused dither or patterned one. There is a RET option (resolution enhancement technology) but switching it off/on doesn't make much of a difference (at least not as evident as these)
