This is a far reaching question. The amd xp cpu is far and away the best cost per cpu power ever if you buy a 1700+ and take 10 seconds in bios to make it a 3400+, yet it is the worst cost per cpu power of its time if you buy the stock speed 3200+.
What is interesting is that the best motherboards to run a cpu at stock speed, even the 3200+, are the value boards like the asrock k7s8xe and the ecs l7s7a2, the best values per power because of their good speed without being as good at overclocking.
So your post has confused me.

ok well say i were to get an asus a7n8x deluxe and a 1700+ i highly doubti could overclock it ( 1 reason being i have never overclocked 2 being usually asus mobos dont have the option of changing vcore and other areas in the bios ) ne other ways of over clocking other than the bios and does it have to be an 1700 or are there other amd cpus that can get a higher overclocked speed than the 1700?

the asus a7n8x and every other nforce2 board allows vcore adjustment.
You can get the epox 8rda or the biostar nforce2 board for $80. You can even get the ecs l7s7a2 for $54 (or for $29 refurbished from newegg) but you will have to insert a wire into the socket to get to the vcore you want in that case. The 1700 is the popular cpu to oc because all tbred cpus (1700-2600) max out at about the same ghz, plus there are sites that will guarantee you the right version of the 1700 you need to hit 2.4g or more. So since the 1700 gives as high of a speed as the higher models and at the lowest price, everyone is buying it. You play with the vcore, fsb and multiplier settings for a half hour and your 1700+ is now faster than a 3200+.

ok well i want to get the a7n8x deluxe because it has a dual lan and ive used asus boards in the past and i like them. now what did you mean "but you will have to insert a wire into the socket to get to the vcore you want in that case." ??? im getting a volcano 11 so that i should have no problem on how high i overclock the 1700 ... another question at the moment i have a 1600 i couldnt overclock it bc its not a tbred correct??

sry i forgot another question ... if i overclock is tehre a possibility that my mobo could fry?

Dude your not listening theres no point in buying an AMD anything right now.....Intel is cheaper and faster....man..u can get a 1.7 pr 1.8 p4 for bout that price and over clock it even more...jus get some good cooling nothihgn too much becuase INTEL DONT GET HOT LIKE AMD...just listen to me man...tha 1700 comes 1.4 stock for u to get that to 2.0ghz or higher would need more cooling rather than jus getting a 1.7 or 1.8 p4 cpu for abou the same prie and wont get hot as much as the 1700 would.....but do what you want..i can only lead the horse to the water i cant force him to drink..

your motherboard wouldnt fry...no it wouldnt ur CPU would if you dont keep it cool but make sure the cpu stays cold and u cool...

jd there is a difference between not listening and ignoring. You are mistaken on every point in your first paragraph.
A $60 1700+ dlt3c will cream a $60 p4 1.8. First you'll need to pay more for the p4 mobo, then the oc'd p4 will lose in performance to the oc'd 1700 unless you can get it to 3.2g or over, which it won't even come close. The 1700 dlt3c does 2.4g-2.5g with a decent copper cooler, 2.3g with the $5 stock cooler.
The best price per ghz on a p4 right now is a 2.4g oc'd to 3.5g-3.6g. Memory+mobo+cpu maybe $500-$550. The best price per ghz on an amd is a 1700 oc'd to 2.4g-2.5g. Cost $220 for low fsb (180-200mhz) and $300 for high fsb (220-240mhz). The double-priced 3.5g p4 will beat the 2.4g xp by 10%-15%. And the 3.5g is hotter.

ok well personally i like amd i have never had problems with them. and prices for a good top of the line mobo for a p4 is more than i want to spend ( top of the line so i can upgrade later if i want). and its not that im ignoring whaqt your saying or not listening its the fact that im getting the a7n8x deluxe and now im questioning the cpu like this for instance ok the 1700 oc to 2.4 would it out perform the 2700 stock at 2.2 ??? ( the pc im building is for gaming multimedia and homework)

Any current amd xp cpu can be set to any fsb the motherboard can handle. So a 1700+ which has a default fsb of 133 can be set to 166 to match the 2800+ or set to an fsb of 200 to match the 3200+. This assumes the 1700+ can also be set to match their ghz, which a dlt3c 1700+ can do easily, and beyond.
The only thing the 1700+ lacks is the double L2 cache of the Barton, meaning the 2500, 2700, 2800, 3000, and 3200. In this thread

I made a table that shows when you average a variety of workloads the barton cache is worth about 80 rating points, or 50mhz. So you could get a 2500 barton and overclock it, however it will probably oc to 100-150mhz lower than the 1700 since the cache makes it less overclockable.
So if you have a board that can run at 200fsb, a 1700+ oc'd to 2.45g (12x204) would be like a barton at 2.4g (12x200), and since the 3200+ is a barton at 2.2g (11x200), your oc'd 1700+ should be really be called a 3500+.
For $59 plus shipping you can get the dlt3c 1700+ from svc.com, or you can get it for $45 with free shipping from newegg. The only catch with newegg is that they do not guarantee you a dlt3c. I have seen maybe 30 posts in the last month about people who have ordered from newegg and half got a dlt3c and half go a dut3c, which overclocks to about 250mhz less than the dlt3c.
So bottom line is for $60 (or a bet on $45) you've got a 3500+ if you are willing to learn about adjusting the bios and watching temps. And if you watch the newegg refurb page you can grab an l7s7a2 for $29 to run it on. Then get some cheap $70 (512mb) pc3500 and accept whatever it can handle, being rated at 433mhz but maybe handling it maybe not. In the end you have a 3500+ and the mobo + memory + cpu costs around $150. This $150 figure is not in the prices I posed to jd above since some may think buying a refurb'd board is extreme, but newegg is great on returns and the refurbs I've gotten worked fine. The cheaper memory cannot handle the tighter timings that $100-$150 memory can, but imo timings are overpriced, and L2 cache is overpriced, compared to the amazing ghz value available right now.

A good plan would be to download the manual of the mobo you plan to buy before you buy it, and map out your oc plan. Right now you may not know how to do that but if you read up and check out some of the "how to" links posted in other threads you'll be able to get a good start on a plan. There a ton of sites that spell this out in detail.
