Generally, "the best" would have a Core i7 CPU, 8GB RAM or more, a high end motherboard, a high end gaming card, a SSD for the OS & standard HDD for storage, & a high quality power supply to run it all. Tom's Hardware covers all the bases:

A custom built/home built PC will almost always be better than a branded PC. If you buy a branded PC, you are at the mercy of whatever they think is best. Plus you will end up paying a heck of a lot more for it. Building it yourself gives you complete control over the hardware choices, plus you can shop around for sales.

Here's a high end gamer for $2500+. Are you willing to spend that much?

You could build a nice one for about half of that.
What is your budget?
If you take all advice and pick a quality list of parts, post that here for opinions, and refine it to the best you can afford but you still are not comfortable building it yourself, there is probably a local computer shop who could build it for you with your component list for a reasonable amount more than you could do it yourself. Then you can get what you want, get someone to do the work and test it, and that same someone will always be there if serious problems arise in the future.
Personally, I would build it for myself and recommend all who are capable give it a go as well, but if you are not up to it, this just might be an alternative.
Your budget will set your limits for the most expensive components so it is the place to start.

You have to be a little bit crazy to keep you from going insane.
